We are required to pay more for the water than is paid by the State of Georgia, and to pay the same price that is paid by the other States while, if any difference is made, it surely should be in favor of the State in which the works are located. The Penitentiary. I appointed Thomas S. Haymond, Andrew Johnston, and Charles Campbell, Esq., to make the investigation into the affairs of the penitentiary, directed by your resolution adopted May 15th, 1862. and gave them written instructions. The report of these intelligent gentlemen, herewith presented, is characterized by much ability, and demonstrates that they have investigated, laboriously and faithfully, the entire subject in accordance with the instructions issued to them.
