Exchange notice. --It will be seen that by a notice published this morning Commissioner Ould declares all officers and men captured and paroled at any time previous to Sept. 1, 1863, (except those captured at Vicksburg, July 4th,) to be exchanged. This embraces all the prisoners captured at Port Hudson, or any other places where the parties were released on parole. Of those captured at Vicksburg, July 4th, the following are declared to be exchanged: All the General officers; the Staff of Gens. Pemberton, Stevenson, Bowen, Moore, Barton, S. D. Lee, Cummings, Harris, and Baldwin, and of Cols. Reynolds, Cockrell, and Dockery; the officers and men belonging to the Engineer Corps, and the 4th and 46th Mississippi regiments.
