a change in the Cabinet. The Herald's account of a meeting of the "Union Defence Committee" is amusing.-- We make some extracts: A special meeting of this committee was summoned to be held at 1 o'clock P. M., yesterday, at the headquarters, No. 30 Pine st.--The attendance of members was at first so small that the number necessary to form a quorum could not be got together. At about 2 o'clock, however, the meeting went into session. Some resolutions were then introduced by Simon Draper, after which-- Mr. Marshall regretted that there was not a larger meeting, but at the same time most cordially concurred in the sentiments of the resolutions, which, he said, conveyed the sentiments of ninety-nine out of every hundred citizens of New York. Moses Grinnell, Esq., thought that New York was now as ready as ever she was to use means to put down this rebellion. It seemed to him that the time had come when the great public of New York should once more speak its mind,
