Warlike rumors North. --The Boston Journal (Republican) publishes a rumor which prevailed at Montpelier, Vermont, last week, to the effect that Gov. Andrews, of Massachusetts, had written to Gov. Fairbanks, of Vermont, by special messenger, that he had received reliable information of the organization of a force for the avowed purpose of seizing the Federal Capital before the fourth of March, and urging the latter to raise five thousand men as the quota of Vermont to resist such a movement. As pertinent to the above, we copy the following from the New Bedford Standard: "Troops to be Raised to be Sent to Washington. We hear rumors to the effect that requisitions are shortly to be made upon the Governors of this State and Maine for troops to be sent to the Federal Capital. It is also currently reported about town this forenoon that Colonel Wardrop, of this city, has been in consultation with the authorities at Boston, and that he is bearer of dispatches from the Executi
