How a naval Officer was Treated --Our readers were recently informed, by a Norfolk correspondent, of the arrival of Mr. George City, late of the Federal Navy, at Portsmouth. We learn from the same source that Mr. C. was on board the frigate Minnesota, where he sundered his resignation; but the Lincoln scoundrels seemed determined to hold him in their latches, and pretending to have a suspicion that he would desert, would not allow him to leave the deck of the ship. He finally, however, got his "discharge," with a pitiful cam of money, the first that he had been paid for months, and entirely inadequate to defray the expenses of his journey home. In this dilemma, he was compelled to dispose of his sword and uniform, and after traveling for nearly a month, succeeded in reaching his native pairs. He has lance, we learn, visited Richmond on official business, and we presume his offer of services will be accepted by the Government.
