, and within five days after the draft is made, and on a day to be designated by the board the trial of cases of exemption and excuse shall commence; and the same shall be disposed of in a summary manner as speedily as may be. The clerk of the board shall promptly report to the Adjutant General the name of each person exempted or excused by the board, and the cause of such exemption in each case" This act shall be in force from its passage.
