The Navy Department has received information of the capture, on the 27th September, of the rebel schooner Emma, off Velasco, Texas, loaded with 120 bales of cotton, and bound for Jamaica. She was taken by the armed boats of the U. S. schooner Kittinny. It is stated that Gen.
