The Baltimore Sun, of Tuesday, says: The late excitement in the city has almost entirely subsided, and matters are as dull as before the events of the 19th of April. Small numbers of people continue to gather on the corners of the public streets, but that is of common occurrence and creates no excitement. Everything is dull, and the wharves present an almost desolate prospect. A proclamation from Gov. Hicks opposes the enrollment of the militia by the commissioned militia officers of the State, and by others, as a violation of the Code, derogatory of the dignity of the State, and subversive of good order. He calls upon the authorities of the county and of the city of Baltimore to see that the laws are not violated in this respect. The Government flag.
