Confederate States Congress. In the Senate, yesterday, Mr. Maxwell, of Fla, introduced the following joint resolutions, which, on motion of Mr. Orr, of S. C., were transferred to the secret calendar: Resolved, by the Congress of the Confederate States of America, That the action of the Confederate authorities having in charge the matter of exchange of prisoners, in declining to treat with Gen. B. F.
