From Charleston. Charleston, Oct. 16. --This is the 98th day of the A grand review of the troops by Gen. Beauregard will take place to-day. Nothing new this morning. Weather fair. [Second Dispatch.] Charleston, Oct. 16. --Gen. Beauregard, accompanied by Gen. Bierre Soule and staff, reviewed the troops of Gen. Taliaferro's Division this morning on James Island. The display was magnificent, and the troops presented an imposing appearance. The length of the line was about three miles. The banners of many of the regiments were inscribed with the names of battles in which they have been engaged. Our batteries are firing about as usual to-day, the enemy making no reply. It is rumored that the Yankees have refused the French vessels outside permission to communicate.
