The House met at noon, and was opened with prayer by the Rev. Dr. Burrows, of the Baptist Church. A bill was introduced from the Committee on Propositions and Grievances, amending and re-enacting the code of Virginia in relation to the control of Capitol Square and the gates thereof. Mr. Staples introduced a resolution calling for the appointment of a special committee of nine members of the House to take into consideration the subject of our slaves, and what legislation is necessary in the matter; and further, that the said committee inquire and report what position the General Assembly of Virginia should assume in reference to the proposed conscription of slaves by the Confederate Government. The resolution was adopted. A message was received from the Senate, to be commun
inion and inspire public confidence, and it surely is wise not to array the press of the country against Congress. But, as a matter of just legislation, the exemption extended to the press by the existing law is only fair and reasonable. Mr. Staples, of Virginia, offered as a substitute--one editor for each weekly and semi-weekly newspaper; and for each daily newspaper, if at a State capital, one reporter; and if at the Confederate capital, two reporters, and such practical printers and ptor." Mr. Wickham offered a substitute for the amendment of Mr. Lester. On motion of Mr. Akin, the amendments to the original bill were laid on the table. On motion of Mr. Hilton, the substitute of Mr. Miles and the amendment of Mr. Staples were laid on the table. Pending a motion to postpone the bill, Mr. Clark, of Missouri, rose to a privileged question, viz: to make a report from the special committee to whom was referred the President's message and accompanying documents
