Carlile withdrew his amendment, feeling sure that it would be defeated. Mr. Summersof Kanawha, moved to amend Mr. Scott's amendment by striking out the word "favorable" (1st line) and inserting the word "satisfactory." Mr. Summers said he looked forward to the overthrow of this Government with feelings of pain and grief. Hstood that he was irrevocably opposed to any change in the phraseology. Mr. Summers being, by this parliamentary ruse of Mr. Baldwin's enabled to prolong his ree argument, replying to the position assumed by the gentleman from Kanawha, (Mr. Summers.)
