Mr. Bouldin moved, as a further amendment to Mr. Scott's amendment, to strike out the word "concurring," in the last line but one, proposing, if agreed to, to follow it up by a
Carlile withdrew his amendment, feeling sure that it would be defeated. Mr. Summersof Kanawha, moved to amend Mr. Scott's amendment by striking out the word "favorable" (1st line) and inserting the word "satisfactory." Mr. Summers said he looked forward to the overthrow of this Government with feelings of pain and grief. Hstood that he was irrevocably opposed to any change in the phraseology. Mr. Summers being, by this parliamentary ruse of Mr. Baldwin's enabled to prolong his ree argument, replying to the position assumed by the gentleman from Kanawha, (Mr. Summers.) The amendment was then put to vote, and defeated — ayes 43; noes 75. r the re-assembling of this Convention." Debated by Messrs. Slaughter and Summers. The amendment was defeated — yeas 49, nays 82.
