We have had an interview with a gentleman who left Shepherdstown, in Jefferson county, in the early part of last week, and who succeeded in making his escape safely through the Lincoln lines.
The thieves have plundered the counties of Jefferson, Berkeley, and Clarke, pretty effectually, and to such an extent that there are very few negroes or horses left in that rich section.
Fears were entertained that no corn crop can be planted for want of hands and horses.
The enemy have succeeded in reconstructing the Baltimore and Ohio railroad, and are now running trains through daily.
