York Herald, of the 25th. We present a few extracts: The Situation — important arrests in Maryland--foreign affairs, &c. The New York Herald of Monday the 25th inst. under its editorial head,rotection against the inclemency of the coming season. Some important arrests were made in Maryland by the naval expedition which went down the lower Potomac a few days ago, under direction of a lso taken, together with a quantity of correspondence found in the different post-offices in lower Maryland. This capture has developed the source from which the rebels have been obtaining Northern pbe held in both counties to morrow, to take measure to this end, and have Northampton joined to Maryland; the people will probably adopt the State Government of Western Virginia as a temporary measure, and then look by legislation by that State and Maryland for the final settlement of their political condition. The Government has promptly responded to the assurances in Gen. Dix's proclamation
