itement prevailed among the merchants and steamboat men on the Change to-day, in consequence of the reception of a dispatch from the Secretary of the Treasury to the Surveyor of this port, instructing him to grant no more clearances to boats in Mississippi, Alabama and Louisiana. As steamboats on the Mississippi never take out clearances, the dispatch is not understood. The Surveyor has taken no action in the matter, and shipments South continue as heretofore.
