Ellicott, Andrew, 1754- Civil engineer; born in Bucks county, Pa., Jan. 24, 1754. His father and uncle founded the town of Ellicott's Mills (now Ellicott City), Md., in 1790. Andrew was much engaged in public surveying for many years after settling in Baltimore in 1785. In 1789 he made the first accurate measurement of Niagara River from lake to lake, and in 1790 he was employed by the United States government in laying out the city of Washington. In 1792 he was made surveyor-general of the United States, and in 1796 he was a commissioner to determine the southern boundary between the territory of the United States and Spain, in accordance with a treaty. From Sept. 1, 1813, until his death, Aug. 29, 1820, he was professor of mathematics and civil engineering at West Point.

was sent to England by the Delaware and Hudson Canal Company to buy for them locomotives and iron for a railway which they built in 1828 from Honesdale to the coal-mines. Allen, in the latter part of 1829, put the first locomotive on an American railway. The first locomotive built in the United States was by Peter Cooper, at his iron-works near Baltimore, in 1830. It was a small machine, and drew an open car on the Baltimore and Ohio Railroad, filled with directors, from Baltimore to Ellicott's Mills, at the rate of 18 miles an hour. The multiplication of railways in the United States kept pace with the marvellous increase in population, wealth, and inland commerce, until, in 1890, the mileage was greater than that of all other railway systems in the world combined. In 1830 there were in the country 23 miles of passenger railways. On June 30, 1890. there were 163,000 miles of completed railway, costing, in round numbers, $9,000,000,000.
