Cotton orders revoked. --By a general order at Brownsville, Texas, April 23d, Maj. Gen. Magruder has revoked all the orders restricting exportation of cotton of whatever nature. The five dollars exchange is also abolished. Trade with Mexico is left perfectly free. This, it is understood, has been done under orders from Richmond.
