Major John C. Whitner, late of the Confederate States army, has been appointed to write up the proceedings of the Provisional Congress--a work which Johnson J. Hooper, by his death, left unfinished. A letter found on the battle-field of the Seven Pines, from a wife to her husband in the Federal army, says, "throw away your arms and come home, for the people here say there is no use in fighting the rebels any longer."
