ad. Mr. Crittenden moved its reference to a select committee, to report to-morrow. Agreed to. The Postal Appropriation bill was reported. The Senate then went into Executive session. House.--A resolution was adopted, appointing a committee to ascertain if Russell paid money, directly or indirectly, to the United States officials, or others, to assist him in obtaining Government contracts, &c. The report of the Committee of Thirty-Three was resumed, and several amendments, including Kellogg's and Crittenden's, rejected. The 1st and 2d resolutions were then adopted — the latter including the force clause. The 3d resolution was amended, as follows: "No amendment shall be made to the Constitution, which will authorize or give Congress the power to abolish or interfere with the domestic institutions of any State, including that of persons held to servitude or labor by the laws of said State." Pending the resolution, as adopted, the House adjourned.
