War news.latest from Norfolk. The Norfolk papers received last evening contain no confirmation of the reported blowing up of Fortress Monroe. Preparations were commenced on Wednesday for raising the sloop-of-war Plymouth, which was scuttled and sunk at the wharf near the Dry Dock. It will take but a short time to get her up and pumped out, when she will be placed in the dock for repairing damages. The Plymouth is a fine ship, of handsome model, pierced for twenty-two guns, and has been but recently thoroughly overhauled. She could be put in commission in a very short time, if necessary. The Herald says: In consequence of rumor, prevalent in the city, that several of the officers stationed at Fort Monroe, natives of Virginia, are detained at that post contrary to their wishes, and under forcible restraint, a delegation of our citizens, accompanied by the Mayor, went down on Tuesday afternoon, under a flag of truce, to inquire into the matter. Nichols, placed an embargo on all vessels in that harbor, for the better protection of the interests of Texas citizens. The next day, at a meeting of the merchants of Galveston, resolutions were passed requesting the removal of the embargo. It was thought the request would be complied with. An extraordinary session of the City Council of Galveston was held on Sunday evening. the 14th, the Mayor in the chair. The sum of $5,000 was appropriated for the defence of the city, and $2,000 for the supply of provisions to the Texan troops at Brazos.
