Stephens, 'Provisional Vice President of the Confederate States, ' has succeeded, at Richmond, in hitching Old Virginia to that confederation, provisionally. The people of Virginia, in an election to be held on the fourth Thursday in May, are to have the privilege of ratifying or rejecting this revolutionary arrangement of secession. The revolutionists expect to carry it, as they have carried the State Convention, by the sheer force of terrorism. But let the armies of the United States, meantime, move upon Richmond and occupy it, and from that point let the General in occupation, under the authority of the President of the United States, issue a proclamation guaranteeing full protection to the freedom of the elective franchise, and a proper punishment to all offenders against this right, and we predict that the people of Virginia will overthrow all these secess
