egislation as may be necessary to us as a part of that Government. There has been for many years a statute in the State defining the crime of treason and prescribing the punishment. I respectfully recommend that you amend that law to the extent of striking out the words "United States" and insertin in lien of them "Confederate States." Under the provisions of the act of 1852, the principal and interest of the internal improvement bonds of the State are made payable in the city of New York. It will be impossible to pay the interest accruing at that point during the continuance of the war.
