It is a fixed rule in all Governments, that as you bind down the people you provoke insurrections and disorders, and as you give latitude and freedom, you have peace and safety. Austria has an insurrection every six weeks; Italy, before Garibaldi gave the people freedom, was a volcano constantly belching forth fire and smoke; and so it is the world over. It is human nature. All that the opponents of the Administration askook. The heavy hand of Executive power falls, not upon us, but upon millions of people born to freedom. The Polish Brigade. --This is is the accepted name of one of the splendid Louisiana regiments, raised by the exertions of that noble old patriot, Major G. Tochman, now encamped at Griffin's Spring, near this city.--The Colonel, V. Sulakowski, is a Polander by birth. He graduated at the celebrated military school of "Theresianum," in Austria. He served for six years in the regiment of Austrian Grenadiers, and subsequently served with great distinction in the Italian war of 1848, and in the Hungarian war of 1849.--Since Col. Sulakowski has been in this country, he has been a civil engineer in Louisiana for the last ten years. Most of the privates are Americans, Irishmen or French. All but three of the officers are Americans, among them several natives of old Virginia.
