News from the South. From our Southern exchanges we make up the following compilation of news, which we think of sufficient interest to the reader to publish: A proclamation of the Governor of Georgia. Gov. Joseph E. Brown has published the following proclamation: The Constitution of the Confederate States contains the following language in reference to the right of a State to conduct warlike operations: "Nor shall any State keep troops or ships of war in time of peace, nths, as the exigencies may require. The regiments will also be formed into one or more brigades, under the provisions of the act of the last Legisrature. Given under my hand and seal, at Savannah, this 9th day of September, 1861.
