Suspicious character. --P. H. Bailey, who represented himself to be a resident of Chesterfield, but who had the appearance of being a drunken, dissolute fellow, was brought before the Mayor yesterday, having been arrested by the watch as a spy. The latter, on Thursday night, repaired to a house near the county jail, where they found Bailey, who had one of his hands wrapped up, which he pretended to have lost in the battle of Rich Mountain. Other representations were made by the party, all of them no doubt being made for the purpose of inducing the parties present to give him money. Bailey pretended also that he had come from Washington. When the watch took hold of him, a gentleman present, who thought he recognized him as a resident of Washington, vouched for the fact, when he was also looked up. On proper proof of his respectability, he was let off. Bailey was sent to jail as a suspicious character.
