bill to organize a Supreme Court of the Confederate States was taken up. Mr. Semmes moved to postpone the bill.--He did not think the Court was needful at this time. He thought the people were of this opinion, and the Senate was, too. Mr. Hill. of Ga., thought differently. A Supreme Court was necessary. The Constitution provides for it, and if it is not organized large numbers of cases of appeal from the District Courts, under the confiscation law, are accumulating, and there is no these: Some think the judiciary should be reorganized; others are opposed to this system; that the expense of a Supreme Court would lead to unnecessary expanse, while the Judges would do nothing. The condition of the country is another argument against the Court. Besides, there are many eminent lawyers in the army from whom the Judges should be taken. Mr. Hill thought that it were better for the country were these lawyers placed at once in the Supreme Court. The bill was postponed.
