Confederate States Congress. Tuesday, January 20, 1863. Senate--The Senate met at 12 o'clock--Hon R. M. T. hunter in the chair. Prayer by the Rev. Dr. Duncan, of the Methodist Episcopal Church. The President laid before the Senate a communication from the Secretary of the Treasury transmitting resolutions from the Legislature of Alabama and South Carolina in relation to the guarantees of the war debt. Also, a communication from the Hon. Secretary in relation to certain coin taken from the banks of New Orleans. Mr. Yancey introduced a bill to regulate the action of the Secretary of the Navy. The bill provides that hereafter the Secretary of the Navy, in pronouncing an approval of a sentence of court-martial, shall do it without injurious reflection upon the court and in terms of respect for that body.
