Mr. Rutherfoord, from the Committee of Courts of Justice, presented the following bills: A bill to provide for the trial of persons charged with offences committed in counties in the possession of the enemy, or threatened with immediate invasion, which was read a first time and ordered to its second reading; a bill amending the first section of the third chapter of the Code of Virginia, defining citizenship. Mr. Robertson, from the Committee on Confederate Relations, to whom had been referred a resolution in relation to the purchase of real estate by certain persons, presented a report, asking to be discharged from the further consideration of the subject, and that the same be referred to the Committee of Courts of Justice, which was agreed to. Mr. Haymond, from the Committee on the Penitentiary, presented the following bill: A bill to provide for the sale of certain slaves now in the penitentia
