Yankee Raid on the Virginia and Tennessee Railroad. Lynchburg, Dec. 16. --A force of the enemy, supposed, to number 2,000, cavalry and mounted infantry, under Averill, reached Salem, on the Virginia and Tennessee Railroad, this morning at 10½ o'clock. The train, with troops from this city, approached within sight of the depot and was fired at. The depot, containing a considerable quantity of produce, and the Government deport adjoining, were burning at that time. Telegraphic communication having been interrupted, nothing has been heard since.
From Gen. Lee's army. Orange C. H., Dec. 16. --It is not true that the enemy have retired their forces beyond the Rapidan, or that they are tearing up the railroad. They still occupy Culpeper in force, with their jackets extending nearly to the Rapidan river during last week. Supplies of clothing have been distributed to our troops. Nothing else of interest.

Hdq'rs Engineer Dep't, cor 19th and Franklin sts, Richmond, Va. Dec. 16th. Notice to those having Negroes to hire — The Engineer Department will hire for the ensuing year 1,000 hands for work on fortifications, &c. Rate of pay fixed by Commissioners for Virginia: Hire of laborers, clothing and rations furnished by the Government, $300 per year: Hire of laborers, clothing and rations furnished by the owner, $550 per year. Hire of laborers, laborers, rations only furnished by the Government, $400 per year. Hire of laborers, rations only furnished by the Government, $30 per month. This Department will pay transportation to Richmond or Petersburg, and will give in addition $5 for expenses for each negro delivered by sheriffs or others at either place. Negroes to be comfortably clad and in good condition when received. Apply until 1st February next. The Government will be responsible for slaves so hired under the common law of Virginia. By order o
