, on the 12th Dec., 1862, was considered and concurred in. House bill to authorize the issue of certificates for the interest on the "Fifteen Million Loan," was considered and passed. The Senate resumed the consideration of the bill to provide for the auditing and payment of certain claims against the Confederate State. The bill was lost — ayes 5, noes 16. The Senate then resolved itself into secret session. The House met at 11 o'clock, and was opened with prayer by Rev. Dr. Duncan. A resolution was adopted inviting Major-general Wilcox to a seat in the Hall of the house. The Chair laid before the House a communication from the Secretary of the Treasury, enclosing a statement from the Commissioner of Taxes, furnishing statistics of the amount collected under the 1st section of the Tax law in the cities of Richmond, Mobile, and -Augusta.
