The Speaker laid before the House a communication from C. F. Collier, of Petersburg, announcing his withdrawal from the contest for a seat from the 4th Congressional district of Virginia. Read and laid on the table. Various bills and resolutions were introduced and referred. Mr. Wilberforce, of S. C., offered a joint resolution of thanks to the 21st, 25th, and 27th regiments of South Carolina volunteers. Referred.
