From Wilmington. Wilmington, North Carolina, December 30. --General Bragg has issued a congratulatory order on the defeat the enemy's grand armada before Wilmington, paying a merited compliment to Generals Whiting and Kirkland, Colonel Lamb and officers and men engaged.
