Confederate Congress. Senate. Wednesday, January 25, 1865. Prayer by the Rev. Mr. Broaddus, of the Baptist Church. A message was received from the President vetoing the bill to increase the number of acting midshipmen and to prescribe the mode of appointment. The bill provides that the number of acting midshipmen in the navy shall be increased to one hundred and forty-two, who shall be appointed under regulations prescribed by the Secretary of the Navy, as follows: One from each Congressional district, upon the recommendation of the Representative in Congress; two at large from each State, upon the recommendation of the Senators thereof respectively; and ten at large by the President. The President's objections to the bill were, that it gave to representatives in Congress power to appoint to office, which power was, by the Constitution, vested in the Executive. On motion, by Mr. Brown, of Mississippi, the bill was considered, the question being on its
Virginia Legislature. [Extra session.] Senate. Wednesday, January 25, 1865. The Senate was called to order at noon. Prayer by Rev. Dr. Burrows. Mr. Christian, of Middlesex, offered a resolution instructing the Committee for Courts of Justice to inquire what is the proper construction to be given to the ninth section of chapter eighteenth of the Code of 1860, in relation to the vacation of the appointment of certain public offices. Agreed to. The following bills were read the third time and passed: Senate bill to deprive certain persons, for certain causes, of the right to institute suits in the courts of this Commonwealth. Senate bill to provide relief for the families of soldiers living within the lines, or under the control, of the enemy. Mr. Christian, of Middlesex, by leave of the Senate, presented a bill to amend and re-enact the 1st section of the act passed October 23, 1863, in relation to the payment of certain claims against the Eastern L
Richmond Circuit Court, January 25th, 1865. --Judge John A. Meredith. The matter of petitions for writs of habeas corpus of Robert B. Somerville, Samuel M. Drinker, Charles Lumsden and Peyton G. Bayley came on this day to be heard, they seeking discharge from service in Colonel J. B. Danforth's regiment, second-class militia, under joint resolution of the Virginia Legislature, as being over fifty years of age; and it being proven to the satisfaction of the court that they were over said age, they were discharged from service and bailed until the 4th of February to await the decision of the Court of Appeals in the case of William H. Redwood. Upon the prayer of James Pearce, asking discharge under same circumstances, a writ was awarded, returnable this morning at 11 o'clock. After transacting some chancery business, the court adjourned until this morning at 11 o'clock.
