Seddon said the other night, in the House of Delegates, that the attempts which had been made for several years past to beautify the Capitol Square had resulted in disastrous failures, and that the Penitentiary convicts had, at vast expense and great trouble, succeeded in effectually spoiling that which was naturally the prettiest spot of ground in the Commonwealth. He is evidently an advocate of beauty unadorned.
