Flag of truce. --A Yankee flag of truce boat arrived yesterday at City Point, bringing about fifty Confederate prisoners. Orders were immediately issued by Gen. Winder to prepare 300 Yankees for a journey at 7 o'clock this morning. Another boat will be sent up on Thursday, when 500 will be sent off. This boat is expected to bring up a large number of Southern ladies heretofore detained at the North.

Change of commandants. --Brig. Gen. John H. Winder, recently commanding the department of Richmond, and assigned to the post of Goldsboro', N. C., has subsequently received additional orders instructing him to report to Americus, Ga., with the assumption of the command of the forces at Americus and the prison post at Andersonville. Gen W's staff and attaches, who accompanied him from Richmond, report with him at the latter post. Brig. Gen. Baker has been assigned to the post at Goldsboro, vice Gen Winder, ordered to Americus.
