General Assembly of Virginia.
A message from the House announced the passage of a number of Senate bills; also, House bill refunding to the securities of Thos. R. Davis, late Sheriff of Prince William county, damages paid by them as such, which was referred to the Committee on Finance and Claims.
Mr. Carson, from the Committee on Military Affairs, made an adverse report in regard to the resolution inquiring into the expediency of erecting hospitals, &c; and also made a report declaring it inexpedient to legislate on the subject of a resolution inquiring into the expediency of reporting a bill for the purchase of horses for such militiamen as may volunteer or be drafted for cavalry service, &c.
Mr. Isrell presented a petition of citizens of Berkeley county, praying for the incorporation of Marengo Lodge, No. 109, I. O. C. F., and authorizing it to hold property Referred.
The bill to redress loyal citizens injured by the exercise of usurped power, pending on the adjournment yesterday, came up as unfinished business, but was laid on the table.
Mr. Nash presented the report of proceedings of a meeting of citizens of Cumberland county, requesting the influence of their representatives in the General Assembly in favor of the assumption by the State of the war tax. On motion, laid on the table.
The bill authorizing certain cities and towns to issue notes of a less denomination than five dollars was called up, when the third reading being reconsidered, the bill was amended. An amendment was offered to strike out ‘"one and two dollars."’ Pending which the bill was laid on the table.
Mr. Hart, by leave, presented a bill to amend the 4th section of an act to incorporate ‘"The Confederate Insurance Company,"’ which was advanced to its second reading
Mr. Thompson, of Dinwiddie, called for the order of the day-- ‘"House bill to provide for the assumption and payment of the Confederate States war tax "’--which the Senate proceeded to consider.
Mr. Nesson opposed the bill in a speech of considerable power.
The hour of 3 having arrived, on motion of Mr. Johnson, the Senate adjourned.
