Halifax, March 23
--The steamship Canada, from Liverpool on 9th inst., via Queens town 10th, arrived at this port this morning. She brings £177,000 in specie.

All is quiet at Warsaw. It is stated that the number of persons killed by the troops there was 53.

The Banks of Poland refusing to make specie payments on Russian bonds, the military took possession of the amount required.

Prince Napoleon was about to proceed to Turin, to negotiate for the withdrawal of the French troops from Rome.

The blockade of the citadel of Messina is officially proclaimed, and hostilities have commenced.

Ratazzi has been elected President of the Italian Chamber of Deputies.

The French Senate has finally adopted an address in reply to the Emperor's speech. There were but three negative votes against it.

On the Paris Bourse the rentes are at 68f. 20


Commercial intelligence.

State of Trade in Manchester.--The advices from Manchester are unfavorable. There was less demand, and the improved tone of Tuesday was partially lost.

Liverpool, Friday.--Breadstuffs are steady.--Messrs. Wakefield, Nash & Co. Richardson, Spence & Co., and Bigland, Athya & Co., report Flour quiet but steady, at 28@31s. for American. Wheat firm at full prices for fine, and with a partial advance of 2@3d for spring red, which was quoted at 11s. 2d. @12s. 10d.; white 12s. 6d. @14s. 6d. Corn firm.

Provisions.--Provisions are dull.

London, Friday--Consols 91½@91 5/8 for money, and 92@92½ for account.

Haver,Wednesday.--New Orleans tres ordinaire 101f.; do bas 94. Market steady. Sales of the week 6,500 bales. Stock 240,000.

London,Friday.--The Bullion in the Bank of England had decreased £149,000. The money market is unchanged.

London,March 9.--Illinois Central shares 28@29 discount; Erie shares 27½@28½; New York Central shares 71 exc.
