Quick work of Partisans.

--Capt. Wm. H. Rowan, whom we noticed on Saturday as beginning to raise a partisan troop for Kentucky and Tennessee, has already organized it, and starts out to-day! Quick work, truly, and speaks volumes for his popularity and industry. Should his emulation of the gallant Morgan be as eminently successful, we hope to see the Dispatch regularly informed of his deeds of prowess on the Border, and his many friends gratified at tidings of the enemy's daily discomfiture.
