To obviate the complaints of those who have been heretofore unable to get advertised letters from the Post Office because of the absence of small change, the Postmaster General has directed that Postmasters shall hereafter receive, at the office of delivery, postage stamps in payment of postage on advertised letters and on letters unpaid and undercharged, and for payment of postage on newspapers and other mailable matter.
