Affairs on the Rapidan — no battle yet.Our latest information from the seat of war warrants the conclusion that the general fight between the armies of Gens. Lee and Meade, which was expected to commence yesterday, did not take place. Up to 2 o'clock in the afternoon there had only been heavy skirmishing, both armies apparently manœuvring for position. It is hardly possible, however, that a general fight can be delayed longer than to-day. The following official dispatch was received from Gen. Lee at the War Department yesterday:
