the Louisiana Artillery--outward bound passengers, &c.
[Special Correspondence of the Dispatch.] Norfolk, Sept. 20,
The fine horses for the new artillery company recently formed here by Louisiana troops, having arrived, they were, for the first time, harnessed to the guns yesterday afternoon for trial.
They dashed off spiritedly with the heavy pieces of ordnance, and under the skillful management of the able officers and men in charge, they will soon be in excellent training, and ready for action on the battle-field.
The gentlemen composing this new company possess the energy, promptness, and vigor that constitute the true soldier, and it is believed that when the contest begins this corps of artillerymen, with their rifled cannon and howitzers, will assist greatly in thinning the ranks of the Yankees.
The steamer Arrow will go to Fort Monroe to-day, I learn, with a flag of truce, and will carry down eight Federal prisoners from Richmond
Sailor picked up, &c. New Orleans, Sept. 20.
--A sailor captured by the Federal steamer Massachusetts, and set adrift in a leaky boat on account of his refusing to take the Lincoln oath, was picked up and has arrived here.
He reports that the Federals have nine batteries on Chamber Island and are expecting lumber to build houses and hospitals.
Twelve thousand men are to be placed on that island and in the neighborhood.
They also intended to fortify Ship Island, and prevent all communication between Mobile and New Orleans.
The sailor said that the enemy received daily the New Orleans papers and were fully posted in regard to current events.
Federal and Confederate war matters. Memphis, (via Mobile,) Sept. 20.
--The Confederates are doubtless occupying Mulldrough's Hill, in Kentucky, to-day.
Gen. Rossean is opposing them and a battle is expected soon.
A large force of Tennesseans reached Bowling Green on yesterday.
Gen. A. S. Johnston has arrived in Columbus.
It is reported that 7,000 Federals had landed nine miles above Columbus with the intention of an attack.
Communication between Mobile and New Orleans cut off. Augusta, Sept. 20.
--A dispatch in the Montgomery Mail says water communication between Mobile and New Orleans has been cut off again by Lincoln's blockade in consequence of the removal of troops from Ship Island.
[We add, that the Yankees destroyed a portion of the telegraph line about midway between New Orleans and Mobile; but the line was repaired on to-day, (Friday,) and was in working order last evening.]

From North Carolina. Wilmington, N. C. Sept. 20.
--Everything is quiet here.
No officer has been appointed here under the Sequestration act. It should be attended to without delay.
Many efforts will doubtless be made to evade the law, and the sooner the law is enforced the better for the Confederacy.
