A bill authorizing a majority of the stockholders of the People's Bank to remove the bank from Bowling Green to Louisville, passed. A bill allowing the Bank of Ashland to issue notes of a less denomination than five dollars, passed. We take the following proceedings of the Kentucky Legislature of the 3d inst., from the Cincinnati Commercial, of the 5th of December. Mr. Allen offered a series of resolutions, from which we extract the following: Resolved, That all the citizens of Kentucky who are in arms against the National Government, are guilty of treason according to the tenets of every political party that ever existed in this nation. Resolved, That slaves are property, and as such, according to the uniform rule and practice of civilized warfare, are subject to capture and confiscation when their owners are in arms against the G
