Sumner's position as to the national claims was the same as our government maintained from the beginning until the spontaneous decision of the tribunal at Geneva, June 19, 1872, that they did not constitute a good foundation for an award of compensation or computation of damages. As early as Nov. 20, 1862, Mr. Adams, under instructions, solicited redress for the national and private injuries.
