A liberal Foreign Sympathizer. The following letter has been handed us for publication. Mr. Collie, the liberal gentleman who writes it, appropriates ten thousand dollars to the aid and assistance of the soldiers' families and others in the Confederacy reduced to want by the war: "War Department,"Confederate States of America, "Richmond, October 5, 1864.
