A liberal Foreign Sympathizer. The following letter has been handed us for publication. Mr. Collie, the liberal gentleman who writes it, appropriates ten thousand dollars to the aid and assistance of the soldiers' families and others in the Confederacy reduced to want by the war: "War Department,"Confederate States of America, "Richmond, October 5, 1864. Munford, Esq., Chairman Army Committee of the Young Men's Christian Association, Richmond, Virginia."Sir: Mr. Alexander Collie, a liberal citizen of London, has placed at my disposal the sum of ten thousand dollars for the relief of the needy and suffering of our people.
