ng to be an alien, or in any other way attempting to pass by deception; or where the same person is discovered a second time endeavoring to go improperly on board of such conveyance, car or vessel, with such design; or where any person has clandestinely obtained entrance on board of such conveyance, car or vessel, such person shall be arrested and held under the third paragraph of the said order of the War Department.
