In Council of the city of Richmond.May 18, 1863. R. T. Daniel, Esq., City Attorney, having submitted to the Council his opinion as to the liability of the city for the value of property destroyed by rioters, and the right of the Council, in the absence of such liability, to assume and pay claims for such property on motion, it was ordered that the same be published, for the information of the citizens, in all the daily papers of the city.
