City Council. --A called meeting of the Council was hold yesterday afternoon, at 4 o'clock. Present --Messrs. Saunders, Anderson, Griffin, Denton, Burr, Grattan, Scott, Crutch field, Hill, and Greanor. Absent--Messrs. Glazebrook, Talbott, Haskins, and Richardson. The President stated that the Council had been called at the request of the Watering Committee. Mr. Grattan made a motion that the Council proceed to fill the vacancy caused by the resignation of Mr. F. W. Howisof, Esq., was nominated, and unanimously elected a member from Madison Ward. Court of Appeals --The Supreme Court of Appeals, now in session in this city, have decided the following cases during the present term: Winfrey and wife vs. Christian. Argued by John Thompson, Jr., and Wm. Green for appellants, and August & Randolph and Johnson & Gulgon for the appellee. Decree of Circuit Court of Buckingham affirmed. Armistead vs. Garrett. Argued by James Lyons for appellant, and R. T. Daniel for the appellee. Decree of Circuit Court of city of Williamsburg, etc., affirmed. Petty john vs. Orange and Alexandria Railroad Company. Argued by James Garland for plaintiff, and Wm. Green for defendant.--Judgment of Circuit Court of Amherst reversed. Selden vs. Trevilian et al, and Lyons et al vs. Trevilian et al. Argued by Andrew Johnston for the appellant, in the first case, and P. R. Grattan and McFarland & Roberts for the appellees. The second case argued by A. J. for appellees. Direct Trade.--Mr. Newton submitted a motion asking leave to withdraw from the files of the House bill No. 509, of last session, on the subject of direct trade with Europe, and that the same be referred to a special committee of seven, to be appointed by the Chair. The resolution being adopted, the Chair appointed Messrs. Newton, Saunders, Rutherford, Segar, Grattan, Johnson and Bisbie, as said committee. Montgomery Female Institute.--House bill for the incorporation of the above Institute was called up, and being read three times, was passed. Bank Relief Bill.--The House, on Saturday passed the bill legalizing the suspension of specie payments, and repealing the agency redemption law of 1857-'8 without taking the vote by ayes and noes. The Coroner's report of the number of inquests held by him, certain accounts against the city, reports of police officers, and other papers, were presented and referred. The application of F. R. Smith, Lieutenant of Artillery, in tready contributed by the city for the use of a company of artillery attached to the Wise Legion, commanded by Capt. Jas. Kirby, now in service, was read and referred to the Committee on Arms. A resolution was adopted, at the suggestion of Mr. Grattan, ordering the City Auditor to pay the sums due and recovered against it by a decree of the Circuit Court on the 12th of March, 1859. The subject of deepening the channel of the river came up for consideration on a question raised as to the policy of completing the work already commenced. Laid on the table. Authority was given to the finance committee to take Confederate bonds, running ten years, for the sum of $50,000 loaned by the city to the Confederate States. Mr. Hill offered a resolution appropriating $50,000 for the purpose of clothing the city volunteers now in the field. The Committee on Arms was authorized to carry out the resolution, (absent, Mr. Griffin,) and to act in concert with any like committee appointed by the County Court of Henrico. The sum of $300 was authorized to be paid to P. R. Grattan, Esq., for his professional services in procuring the new charter for the city. Mr. Scott offered a resolution authorizing a wagon, not to cost more than $100, to be purchased for the use of the Fire Department. Adopted.
