The Nebraska election. --The Territorial Board of Canvassers of Nebraska, composed of Gov. Black, Chief Justice Hall, and United States District Attorney Howard, have met and canvassed the returns for delegates to Congress. Morton, Dem., has 14 majority over Daily, Rep., and has been awarded a certificate of election.

Richmond and York River Railroad. From the annual statement of the Treasurer of the Richmond and York River Railroad Company, A. W. Morton, Esq., it appears that during the fiscal year ending September 30th, the expenditure for transportation was $42,110.14 and the receipts from that source were $55,142.45--showing an excess of receipts of $12,039.81. Adding to this a claim against the Government for $8,000, the balance in favor of transportation is something over $21,000. On the 1st of October there was a nett balance of cash in hand of $6,188.89; which with the $8,000 just mentioned, exhibits a balance of upwards of $14,000 in the company's treasury on that day. The late President, Ro. Saunders, Esq., in his report, alludes to the failure of the last application to the General Assembly for pecuniary aid, and the necessity of raising the means to pay the half-year's interest on the Company's bonds due January 1. The Council then proceeded to the election of Chamberlain, from the following list of candidates: Richard Hill, Jr., C. Walthall, A. W. Morton, E. S. McCarthy, and P. W. Ralston. On the second ballot, Mr. Morton received a majority of the votes, and was declared elected. Theatre. --Miss Ella Wren, who for two weeks past has been absent from the stage, re-appeared last night in a new comedy; and another candidate for popular favor, Mr. Morton, of New Orleans, made his first bow before a Richmond audience. The house was crowded, and, so far as we could judge, everybody was pleased. Another attractive performance is announced for to-night.
City Council. --All the members elected last Wednesday appeared at the City Hall Saturday, and were sworn in by Alderman Sanxay. D. J. Saunders was elected President, A. W. Morton, Chamberlain, and M. L. Stratten, Auditor. A resolution was adopted instructing the Finance Committee to report to the Council, a plan for the issue of the $500,000 in small notes authorized by act of the Legislature. The act of the Legislature requiring that the city shall advertise for the redemption of such notes as it may already have issued, (in order to avoid the penalty of such issue contrary to law.,) Mr. Grattan submitted a notice for that purpose, which was adopted. The Council will meet at 5 o'clock this evening.

Sentences of Court-Martial. --The following sentences have been passed recently by the Court Martial now in session here, viz: William Reynolds, company G. 5th Va regiment; charge, desertion; finding, guilty, sentenced to receive 50 lashes upon his bare back to perform hard labor with ball and chain during the war, and forfeit all pay during its continuance. Private M Morton, company A, 25th Virginia battalion; charge, violation of the 45th article of war, and disobedience of orders; finding, guilty; sentenced to two months extra police duty. Private John Adams, of the Letcher artillery; charge, desertion; finding, guilty; sentenced to be sent to his company, and there to perform six months labor with ball and chain and forfeit pay for the same time.
