In the Senate, yesterday, Mr. Garnett offered a apprentice inquiring into the expediency of exempting Commissioners in Chancery from the operation of the Conscription law recently passed by Congress.
Agreed to.
Mr. Neeson introduced the following resolution which was laid on the table:
Whereas, it is represented that the Exchange bank of Virginia, at Norfolk, is within the lines of the enemy, and that no dividend of profits for the six months ending 30th June, 1862,can be declared in the mode prescribed by law: Be it therefore.
Resolved, by the General Assembly, That for the six months ending June 30th, 1862, the branch bank of the Exchange Bank of Virginia, at Richmond may declare dividend of profits not exceeding three per cent on the capital stock of the said bank that when so declared shall pay the State dividend the tex thereon, and the bonds on the capital of the said bank into the Treasury.
