The Frankfort Commonwealth reports the following proceedings of the Senate on the 2d instant: Mr. Prall--Federal relations — reported "a resolution in relation to the position of Kentucky in the existing war." Said resolution is as follows, viz: Resolved, by the General Assembly of the Commonwealth of Kentucky, That Kentucky has ever cherishd the standard of their country, and put forth the whole energies of the Commonwealth till the rebellion shall be overthrown, and the just supremacy of the National Government shall be restored and maintained everywhere within its limits. Mr. Prall addressed the Senate at length in support of the resolution. The resolution was then adopted by yeas 21, noes 1. Mr. Grover only voting in the negative. The following resolutions were introduced in the House on Monday: Mr. B
